Minutes of Norley Annual Parish Council Meeting of 21/05/15 7pm Norley School.

1. Apologies
Councillor Wild, Councillor Crawford, Councillor Harvey and Cheshire West & Chester Councillor Oultram sent their apologies.

2. Present
Councillor O’Connor, Councillor Johnston, Councillor Ford, Councillor Stockton, Councillor Querelle and Councillor Strurt attended the meeting along with 6 parishioners.

3. Declarations of Interest
No declarations of Interest were made.

4. Election of Chairman
Councillor O’Connor was elected as chairman and signed her Acceptance to Office form.

5. Election of Vice Chairman
Councillor Stockton was elected as Vice Chair and signed his Acceptance to Office form.

6. Appointment of Representatives and Officers
(i) Planning Committee
It was agreed that the members of the Planning Committee would not change at this time, clerk to send a reminder to the members of this committee.
(ii) Common Land Committee
All members of the Council to join this committee which also takes responsibility for footpaths in the village. Councillor O’Connor to become chairperson of this committee.
(iii) Village Hall Committee
No changes to be made with Councillor Wild continuing to represent the Council.
(iv) Councillor O’Connor to remain the Council’s representative at the village school.

7. Review of Working Practices.
(i) No changes to the location of Parish Council Meetings.
(ii) Parish Council Meetings to take place once every 6 weeks, on Tuesday and Wednesday evenings at 7pm. Clerk instructed to arrange the next Annual Parish Meeting and Annual Parish Council Meeting on the same evening in May 2016.
(iii) No changes were made to the Council’s Standing Orders, Financial Arrangements or Insurance.

8. To agree contents of Norley Annual Parish Meeting of 22/04/15
The contents of Norley Annual Parish Meeting of 22/04/15 were agreed.

9. Approval of Norley Parish Council Meeting of 31/03/15
The minutes of Norley Parish Council Meeting of 31/03/15 were approved.

10. Matters arising from the minutes of Norley Parish Council Meeting of 31/03/15
(i) Clerk to invite Phil Brandeth to the next meeting of the Parish Council to discuss Parking at Hatchmere cross roads.
(ii) Clerk to enquire about having the speed limits restricted in the village, and obtain advice from Highways and Councillor Oultram regarding this issue.
(iii) Clerk instructed to obtain examples from the company who have quoted to create the Parish Council website and to enquire the cost for the ongoing maintenance of this site.
(iv) New Homes Bonus – Clerk instructed to write to all clubs and societies and place an advert in Norley News to ask how Parishioners would like to use this funding.
(v) Clerk to arrange a date that Councillor O’Connor and members of the Playground Committee to meet with Alison Knight Cheshire West & Chester Council to determine the reasons for delay with 106 funding.
(vi) Clerk to obtain 3 quotes to have the Cheshire Railings in the village painted.

11. Neighbourhood Plan
Neighbourhood plan is currently with Cheshire West and Chester Council and a period of publicity will take place up to 08/06/15. During this time interested parties can comment on the plan.

12. Planning Applications
15/01736/FUL Erection of 1 dwelling next to The Stores School Bank – no objection

15/01749/OUT Proposed residential development comprising 6 affordable houses and 6 market houses, Haulage Yard High Street – Norley Parish Council have concerns over the unresolved flooding issues at this site and at Breech Moss. This is an opportunity to ensure current investigations are completed prior to the consideration of this application.

13. Decisions
7 Gorse Close Norley rear single storey extensions approved subject to conditions.

Windy Ridge School Bank change of use from Garage/Home Office to garage and ancillary living accommodation – approved subject to conditions

14. Correspondence
(i) Email received from Councillor Wild raising the delay with 106 funding at the Playground (see min 10 iv) and Insurance Grant – clerk is awaiting reply for Parish Council insurance.
(ii) Email from Katie Piercy Cheshire Wild Life Trust who is trying to arrange a guided walk at Flaxmere.
(iii) Email received from Barry Smith highlighting concerns over state of grass verges near The Spinney, clerk to contact Cheshire West and Chester council requesting they take this issue forward.

15. Accounts
(i) Zurich Insurance £393.48 approved for payment
(ii) Letter received from Norley News thanking the Council for £300 sponsorship.
(iii) Letter received from The Pensions Regulator providing information on Work Placed Pensions, clerk instructed to provide her address for future correspondence, further information to follow.

16. Any other Business
(i) Work on BT Box will be finished before the end of this year.
